Dr. Luchuo Engelbert Bain, MD,MPH, MSc (Bioethics), MBA (Strategic Human Resources Management), PhD (Transdisciplinary Solutions in Global Health) is a physician, empirical bioethicist, and global health strategist passionate about reimagining how knowledge, power, and partnerships shape health outcomes in Africa and beyond. With over two decades of experience spanning research, policy, ethics, and program leadership, he is widely recognized for his transformative thinking on decolonizing global health, equitable partnerships, and evidence-informed policy.

Dr. Luchuo Engelbert Bain currently serves as an Implementation Research Scientist and Deputy Director of the MSc in Global Women’s Health at the Nuffield Department of Women’s and Reproductive Health, University of Oxford. He recently concluded his role as the inaugural Head of International Programs at the African Population and Health Research Center (APHRC), where he led partnerships across 35+ African countries and advanced initiatives in SRHR, antimicrobial resistance, AI ethics, climate and health, and health systems strengthening.
He is an elected Fellow of the African Academy of Sciences (AAS) and founder of Global Health Otherwise, a platform amplifying African voices and rethinking global health.
Dr. Bain’s work sits at the intersection of ethics, equity, and innovation, promoting inclusive, context-responsive evidence paradigms. He has authored over 100 peer-reviewed publications, and is Visiting Associate Professor in the Department of Psychology at the University of Johannesburg and a Professor of Global Health and Bioethics at EUCLID University and serves on multiple global advisory bodies, including WHO-TDR, WHO, UNFPA, IPPF, and RBM.
Dr. Bain’s recent thought leadership focuses on the meaningful decolonization of global health and advancing an African health politics and diplomacy agenda.
